A Viewer for Windows version 1.7 has been released

A Viewer for Windows version 1.7 has now been released.
Included with this new release:
- 7x7 filters are now supported.
- Added the ability to automatically normalize (make all cell values add up to one) filters.
- Added automatic generation of blurs given a sigma value and amount.
- Other corrections and improvements.
